Why should I be concerned about Fire Evacuation?
On the 1st October 2006 new Fire
Safety Regulations came into force. The Fire Brigade will no
longer be issuing Fire Certificates and businesses are now
required to carry out their own Fire Safety Risk Assessment.
In addition Health and Safety at Work Act also applies in the
minimisation of fire risk.
Who should be concerned about emergency evacuation?
The new regulations are enshrined
in the Regulatory Reform(Fire Safety) Order RRO 2005 which
is designed to’ simplify,
rationalise and consolidate existing legislation. The effect is
to shift the responsibility for Fire Prevention and the reduction
of risk to employers and businesses and away from the fire authorities.
This is designed to promote more efficient and effective enforcement
of the regulations by the authorities. The Regulations cover virtually
all premises, type of building, structure and open space for example….
- Shops and offices
- Premises providing care
- Community buildings
- Common areas in tenements etc
- Pubs, clubs and restaurants
- Schools/Universities etc.
- Hotels and hostels
- Factories and warehouses
What are my responsibilities?
Post October 2006 under the revised
regulations businesses are required to carry out their own
Fire Risk Assessments. Anyone who has control of premises or
anyone with a degree of control over certain areas in a workplace
will be identified as a ‘responsible person’ and is expected
to assess fire safety for that area. Under the regulations
you must….. Carry out a Fire Risk Assessment to identify any
dangers Consider who may be at risk Remove and deal with risks
as far as ‘reasonably possible’ and provide fire precautions
for any remaining issues. Manage storage of inflammable or
explosive substances Create an emergency plan and keep records
of your findings Review the plan when necessary.
What is Risk Assessment and what is involved?
The Regulations provide for nothing
less than a complete written appraisal of the premises etc
with regard to fire safety taking account of all ‘relevant
persons’ including visitors, the young, old and those with
disabilities. Minimising risk as far as reasonably practicable
You will need to create a Fire Safety Policy and clearly documented ‘fire
safety procedures’ and precautions including steps taken to
make sure staff are aware of procedure and precautions. Demonstrate
how visitors and the disabled are properly provided for in
the event of a fire. What fire drills are in place, how often
and is all fire safety equipment regularly tested.
